What is Diella?
Diella is a chatbot presented by the Albanian government as a virtual 'minister' meant to guarantee 'corruption-free' public contracts — as much a PR operation as a technological one.
What is the problem?
The public agency AKSHI, which built Diella, is itself under corruption investigation: rigged tenders, DG arrested, an alleged kidnapping and tens of millions seized. The anti-corruption tool would thus have been born of a structure suspected of corruption.
